The reason why a tip is expected in the U.S. and not many European countries is that service workers are compensated fairly by their employers. Most waiters in the U.S. make 2.13 and hour. Many people don't realize that waiters are not entitled to the same minimum wages as other jobs. In addition, some people in Europe may think a tip is insulting because it gives them the impression that you think they are not making a good living.
